The best thing to do in these conditions is to alter your plan to accommodate. If the temperature outside is less than 5°C, then it is too cold for you to pour concrete. This is because, if the concrete freezes less than 24 hours after it has been poured, its strength will be reduced by a half. A good indicator of whether or not to pour concrete on that day would be if there is ice on the ground.
If you know that there is due to be rain on the day that you had planned to pour the concrete, carefully cover the site with waterproof sheeting like tarpaulin. This will help the ground to keep dry. If you were to pour concrete onto a surface which was very wet, the concrete that you pour would be ruined, as it would absorb the water.
